News — The Miller Center on Policing and Community Resilience at Rutgers University, the University of Virginia’s Center for Public Safety and Justice (CPSJ), and the Global Consortium for Law Enforcement Training Executives (GCLETE) are proud to announce the launch and expansion of an innovative training program, Operationalizing Never Again: The Role of Law Enforcement in the Holocaust and Contemporary Genocide. This collaborative effort seeks to educate law enforcement leaders on the historical role of policing during state-sponsored atrocities and its relevance to contemporary public safety challenges.
After prior pilot programs, this immersive program will combine academic rigor, leadership development, and experiential learning. Participants will explore the role of law enforcement in Nazi Germany – specifically Reserve Battalion 101 - participate in the International March of the Living in Krakow, Poland, and draw lessons applicable to preventing human rights abuses in modern contexts.
A Unique Learning Opportunity The program offers three tracks:
- Participation in March Only
- Certificate of Completion (jointly issued by Rutgers and UVA) [Non-Credit].
- Certificate of Completion (jointly issued by Rutgers and UVA) and Three Hours of Graduate Credit (Issued by UVA).
Beginning March 1, 2025, the program includes pre-trip virtual seminars, on-site sessions and seminar experiences in Poland – and post-trip assignments (credit version). Highlights include:
- Historical case studies on law enforcement’s complicity during the Holocaust.
- Ethical decision-making and active bystandership training for modern policing.
- Participation in the March of the Living from Auschwitz to Birkenau.
- Workshops on applying historical lessons to contemporary policing challenges.
Empowering Law Enforcement Leaders “The Miller Center is committed to bridging the gap between law enforcement and the communities they serve through education and collaboration,” said John J. Farmer, Jr, Director. “This program centers the Holocaust’s abiding relevance to today’s world. It’s all too easy to view the Holocaust as history; the MOTL, and the program we are advancing, insists on its relevance to human rights, to best policing practices, and to the future human prospect.”
Marvin Ben Haiman, Executive Director of CPSJ, highlighted the broader vision of the initiative: “This is more than a history lesson; it’s about equipping leaders with the skills to navigate ethical dilemmas and uphold justice in a rapidly changing world. This course and the experience of participating in the International March of the Living is a life changing experience.”
A Call to Action for Law Enforcement The program aligns with GCLETE’s mission to foster global partnerships and innovation in law enforcement training. “This is an opportunity for leaders to reflect, learn, and take actionable steps to ensure accountability and ethical leadership in their organizations,” said Paul Goldenberg, Chairman of the Board of Directors and Chief Advisor to the Miller Center on Policing and Community Resilience.

Enrollment Information The program is open to law enforcement executives and public safety leaders globally. Early enrollment is encouraged due to limited capacity.
